Thank you for the opportunity to hear what's going on in our neighborhood tonight.
I listened with interest at the HOA Annual Meeting regarding the plans to "take back the pool" and to replace the HOA-maintained fences in our neighborhood.
We were told tonight that these are both costly undertakings. We learned that the HOA bylaws mandate HOA maintenance of common area fences. The fences are not the responsibility of the homeowners who share them with the HOA and the community. This is a maintenance issue that will result in continued deterioration and expense if ignored. The estimated costs that were mentioned ranged between $20000 and $80000 depending on the permanency of the fencing.
Pool concerns were also discussed. The problems at the pool are caused by human misbehavior - vandalism, unsanctioned use of the facility, etc. The security and safety plans to hire attendants and lifeguards would be another major expense and one that won't go away any time soon.
I feel the HOA board must prioritize these needs rather than spend, spend. If the fences must be replaced this year, then the pool should be put on hold for now. The pool could be drained for a year or only be filled from June-August, and we can wait until the security issue can be addressed in a future budget year. That's what we have to do in our household budgets, right?

Even though I don't use the pool I think it is an important part of our community, for the residents who use it and for guests who come to visit, so I think it would be detrimental to close it for a long time. However, I do think we could close it and drain it during January and February and schedule any repairs around that time. I would think at that time of the year the use of the pool is minimal. When I used to live in Virginia the pools were often only open Memorial Day to Labor Day, while that is not necessary in the Texas climate, I also don't believe it has to be open 365 days a year either.
Close the pool permanently!!! It is only a problem and is probably the most expensive thing for the HOA to maintain. I drive by it every day and it is only a very small percentage of residents that use it.
I don't use the pool but sometimes driving by it and seeing families enjoying themselves makes our neighborhood feel more like a community. But other times I drive by and it's some noisy punks hanging out at the pool scaring off the families. I'd be ok with closing the pool since it's expensive to maintain and my family doesn't use it, but it would be sad to see it go.
